Ministry of Industry and Information Technology Launches AI and Software Initiative

China's Ministry of Industry and Information Technology is launching an initiative to enhance the development of AI and software in the service industry.

Introduction

On April 28, the Chinese stock market experienced fluctuations, with the three major indices opening lower. The AI ETF on the ChiNext board, which has over 55% concentration in optical communication, fell by 2.45%. This fund tracks the highest concentration index in the market, with nearly 40% total concentration. As of the previous trading day, the fund had accumulated a 20.2% increase since the 25th, showing strong momentum. Meanwhile, the lowest fee rate Sci-Tech Chip ETF dropped by 1.63%, and the Hong Kong Stock Connect Hang Seng Technology ETF fell by 2.34%. In terms of individual stocks, Cambricon Technologies rose by 1.31%, while Haiguang Information fell by 2.45%, and SMIC experienced a decline of 2.21%.

AI and Software Initiative

The Ministry of Industry and Information Technology (MIIT) announced the launch of a special initiative focusing on “Artificial Intelligence + Software”. This initiative aims to accelerate the research and application of intelligent programming, promote new business models such as model-as-a-service and agent-as-a-service, strengthen the open-source ecosystem, and advance the intelligent upgrade of basic and industrial software. Additionally, it seeks to establish a service system for the digital transformation of the manufacturing industry, orderly layout computing power and edge computing, improve the intelligent computing cloud system, and implement actions to build high-quality industrial data sets, thereby supporting the high-quality development of the service industry.

Market Insights

Guojin Securities noted that global demand for computing power continues to grow, with domestic companies accelerating their layout in chip design, manufacturing, and application. The expansion of AI large models and intelligent application scenarios is driving industrial upgrades and technological innovation, forming a collaborative development pattern across the entire industry chain from hardware infrastructure to software applications.

Huaxin Securities mentioned that OpenAI has released the flagship GPT-5.5 model, showcasing the native capabilities of AI agents. This model has achieved significant upgrades in code development, office operations, and cutting-edge scientific research, capable of undertaking complex engineering and high-end scientific tasks, promoting stable development in the computing power leasing market, and ensuring continuous iteration and upgrade of AI technologies.
